Membership The McDowell Foundation is constituted to have as its membership the Saskatchewan Teachers' Federation. The functions of membership are carried out on behalf of the Federation by its provincial Executive. The STF Executive appoints the Board of Directors, approves the Foundation's audited financial statements, and ratifies any changes to the Foundation's operating policy.
